My Sears lawn mower revs up and down while I am mowing the lawn.

My mower will start just fine, but after a few minutes of mowing, the engine will rev up and down every few seconds. It does not typically stall, but it comes very close to doing so. Strangely, when I am nearly out of gas, the engine runs perfectly for the last five or so minutes before the gas is gone. This seems like a carb issue?
