Gas leaking from carburetor

Purchased a new snowblower, filled gas tank on 1150 series engine to bottom of filler neck, then saw fuel dripping from bottom of machine. Took off snow cover and intake "screen", fuel appeared to be coming out of carburetor intake. Weird thing is fuel stopped dripping once gas level dropped to about 3 inches from top of filler neck, but it would drip again if I tilted the snowblower back a bit. Is this just an over-filling issue?
