why does fuel enter cylinder, creating a fluid block?

I used my mower for two seasons and did not have this problem.
My mower sat over the winter with about 1/4 tank of ethanol 10% fuel in it. When I tried to start it, it turned one time and locked up. I checked my oil and found fuel had entered the case and I had to drain my oil and manually turn the engine to force the fuel out of the cylinder after I had drained the fuel from the tank. Refilled the case with oil and replaced the plug. Added fuel and started the engine. It ran great, so I mowed for about twenty minutes and turned off the engine. One hour later I wanted to finished mowing so I tried starting it again and it locked up again. Fuel in oil again!! WHAT IS THE PROBLEM?
