Power label on mower deck not matching engine spec on your website.

I am looking at buying a new Rover lawnmower with a 850 series motor. The power output on the label on the deck of this mower says 3.2 KW which is about 4.3 HP. Another Rover lawn mower I looked at has a 625 series motor yet the label on the deck says 4.5KW. Even another with an 825 intek says 4.5KW. Do you know why this could be?
Are motors in the same series tuned differently (carbs, mufflers, rpms) giving different power outputs?
Any information opinions greatly accepted?
