is the electronic fuel management more like an electronicly controlled choke? or a fuel injection system?

Why will the starter not turn the engine over?

This engine is in a Craftsman Garden tractor purchased in 2009.I have installed a new starter switch,solenoid and starter and it has not helped.The battery is fully charged and giving full power.It acts like the starter is not obtaining enough electricity or the engine has to much compression and needs a larger starter.If I take hold of the flywheel screen and reverse the engine a half to full turn,then the starter will turn the engine over and start immediately.Does the machine need larger electric cables or an addtional ground cable?The tractor started fine the first year and then started acting up.It does turn over some times but is more inclined not to.It seems like it depends on how the engine stops when it is shut off from prior use.I have checked all connections and they are tight.
This is a very common problem on any briggs engine the valves probably need to be adjusted because if they aren't adjusted they get too loose and the engine can't release compression when it needs to. So try ajusting the valves. I hope this helps
